This EcoProof 20 Liquid Rubber Waterproof Membrane can be used for structural waterproofing, pitched roofs, flat roofs, and gutters across industrial, commercial and domestic applications. Free of solvents and VOCs, this product is environmentally friendly, as well as cost-effective and resistant to UV damage. It involves a two-coat application rate of 1 litre per m² per coat.

If the felt is in ok condition and you can clean it off first you could apply direct on top.

Answer:
Coverage: 2 coat application at a rate of 1ltr per sq/m per coat.
To be able to apply two coats you would need 40ltrs of this material.

Yes, you can install this over a flat felt roof. The roof must be clean and clear from debris and also fully dry before applying.

It would not be suitable really to bond to GRP I am afraid, it normally would need to go onto a surface it can get a bit more grip onto.
