The dimesnions refer to the external size of the kerb you would need to build to sit this on, and grey on white would mean grey on the outside and white on the inside.

The kerb you build will need to have external measurements of 1000mm x 2000mm and the kerb must be at least 70mm wide. The internal measurement all depends on the thickness of kerb you choose to build.
